What is a Wohnungsgeberbestätigung?

The Wohnungsgeberbestätigung (Landlord Confirmation) is a mandatory document required by German law since 2015. You must present this document at the Bürgeramt when you register your address (Anmeldung). It proves that you actually moved into the apartment.

What is the Wohnungsgeberbestätigung?

Since November 2015, § 19 of the German Federal Registration Act (Bundesmeldegesetz) requires your landlord to sign a written confirmation of your move-in date and address before you can complete your Anmeldung at the Bürgeramt. No confirmation, no Anmeldung. No Anmeldung, no tax ID, no bank account, no employment contract.

Who needs this form?

Moving to Germany

Every expat completing their first Anmeldung after arrival — the Bürgeramt will refuse the registration without a signed Wohnungsgeberbestätigung.

Moving within Germany

Ummeldung (change of address) requires a new confirmation from your new landlord, regardless of whether you have lived in Germany for years.

Subletting

If you rent a room from a flatmate who is the main tenant, that flatmate becomes your Wohnungsgeber and must sign. They need written permission from the actual landlord first.

3. Take it to the Bürgeramt

Bring the signed confirmation plus your passport and rental contract to your Anmeldung appointment. Done.

You have 14 days — and so does your landlord

German law requires you to complete the Anmeldung within 14 days of moving in (§ 17 BMG, fine up to 1 000 €). Your landlord must provide the confirmation within 2 weeks of your move-in date (§ 19 BMG, same fine). If they refuse, report the address to the Bürgeramt directly — you can still register.
